Emergency Financial Assistance Programs

Everyone can use a helping hand now and then, especially when it comes to fluctuating or unanticipated expenses, including rent, utilities, and car repairs. Fortunately, we have limited financial assistance programs available to income-qualifying households.

Emergency Financial Assistance

Local families and individuals looking for help with rent or utility bills can apply for Emergency Financial Assistance through CAER. Based on need, this is a limited program, available once every 18 months for those who qualify.

Applications are required and considered on a case-by-case basis. Residency restrictions apply. Those living in Elk River, Otsego, Zimmerman, Big Lake, or Becker may be able to receive assistance with rent and utilities.

How to Apply

  • Complete an Emergency Assistance application in the Health and Human Services office at your county courthouse or apply online. Bring the county response letter that shows approval or denial, dated within the last 30 days, to CAER Food Shelf.
  • Bring necessary documents to submit with your CAER Financial Assistance Application, including:
  • Your most recent utility bill (when applying for utility assistance)
  • An eviction or late rent notice from your landlord (when applying for shelter assistance)
  • Complete a Financial Assistance Application with CAER by calling 763.441.1020, emailing info@caerfoodshelf.org, or scheduling a shopping appointment. When you check in, let us know that you would like help applying for financial assistance. We will do an initial assessment to determine your eligibility. You will be asked to sign a Financial Release of Information form and provided with a rental statement to be completed by your landlord.
  • After the necessary paperwork has been completed and submitted, CAER will review your application and contact you regarding your application status.

Please note: CAER does not provide mortgage assistance to homeowners. For foreclosure prevention, please visit the MN Homeownership Center.

Car CAER

Car repairs can be both expensive and stressful when budgets are tight, but our Car CAER program offers limited assistance for repairs to those who qualify. Car CAER assistance is available for residents of Elk River, Otsego, and Zimmerman.

Learn more by scheduling a food shopping appointment and ask to talk to our staff about Car CAER upon check-in.
